Matt Massman, a finance and operations leader with more than 30 years experience in state government and higher education, has been named the vice chancellor for finance and operations (VCFO) at the University of Minnesota Duluth (UMD).
“I’m thrilled to be welcoming Matt to campus,” Chancellor Charles Nies said. “Matt brings a wealth of knowledge and experience to this role. His commitment to empowerment, equity, and quality will be an incredible asset to this institution and our community.”
Massman served as Minnesota’s state commissioner of administration, deputy chief of staff, and deputy commissioner of revenue for Governor Mark Dayton, leading a host of central operating, facility, budget, and financial management functions for the state government. In those roles, he oversaw some of the state's most high-profile facilities projects – restoration of the Minnesota State Capitol and construction of the Minnesota Senate Building–while championing diversity and more environmentally sustainable operations.
Since leaving the Dayton Administration, Massman has led public policy advocacy for the Minnesota Inter-County Association. A native Minnesotan, Massman is a first-generation college graduate with a Bachelor of Arts from Hamline University and a Masters’ degree in Public Policy from UW Madison.

Massman succeeds Sue Bosell, who has been serving as interim VCFO since March, 2020. “I appreciate the solid foundation that Interim Vice Chancellor Bosell has laid for me and our team,” Massman said. “I look forward to bringing my experience and passion to this position, and am genuinely excited by the University’s mission and values, and my role in furthering them.”
The VCFO plays a critical role in providing strategic vision and tactical leadership for the University, advising the Chancellor and the senior leadership team on accomplishing strategies and initiatives, and ensuring that its financial and operational resources effectively support the University.
As VCFO, Massman will oversee all finance and operations units at UMD, including the Controller’s Office, the Office of Budget and Analysis, Human Resources, the Police Department and Facilities Management, which includes the Office of Sustainability.
Massman’s appointment takes effect December 2, 2024.
